The Oklahoma Insurance Department (OID) has revoked the insurance producer license of former Oklahoma City agent Brent Carter after an Anti-Fraud Unit investigation found he conducted insurance business without a valid license and provided fraudulent insurance documents.
According to OID, the investigation began after a complaint alleged that Carter falsely represented himself as a licensed Oklahoma insurance producer and supplied insurance documents that were not legitimate.
Following a show-cause hearing held on Dec. 10, 2025, an independent hearing officer determined Carter violated multiple provisions of Oklahoma insurance law. The violations included selling, soliciting, or negotiating insurance while unlicensed, accepting premium payments without forwarding them to the appropriate insurance carrier, misrepresenting his licensing status, and issuing false insurance documents that led a customer to believe coverage was in force when it was not.
As a result, the Oklahoma Insurance Department revoked Carter’s producer license, permanently barred him from obtaining future licensure in the state, and imposed a $1,000 administrative fine. Carter was the owner of United Risk Managers of Oklahoma, LLC.
