DES MOINES, Iowa — An insurance agent from Walcott has been charged with 23 felony offenses following an investigation by the Iowa Insurance Division’s Fraud Bureau into an alleged scheme involving identity theft, forgery, and unauthorized insurance policies.
Authorities allege that 61-year-old Stanly Blythe opened insurance policies using the identities of at least 11 family members without their knowledge between February 2024 and January 2025. Investigators also claim he forged the individuals’ signatures on policy documents as part of the operation.
According to the Iowa Insurance Division, the alleged scheme generated or attempted to generate more than $36,000 in commissionable premiums. Blythe was arrested on June 26 and booked into the Scott County Jail, where he is being held on a $75,000 cash-only bond.
The charges include:
- One count of Ongoing Criminal Conduct (Class B felony)
- One count of Fraudulent Sales Practice involving more than $10,000 (Class C felony)
- Eleven counts of Forgery (Class D felonies)
- Ten counts of Identity Theft involving $1,500 to $10,000 (Class D felonies)
- One count of Identity Theft under $1,500 (aggravated misdemeanor)
The Iowa Insurance Division said no additional information is being released at this time. As with all criminal proceedings, the charges are allegations, and the defendant is presumed innocent unless and until proven guilty in court.
