BOISE, Idaho — An Idaho insurance agent has been sentenced following an investigation that found he altered consumers’ Medicare Advantage coverage without their authorization, according to the Idaho Department of Insurance (DOI).
State regulators reported that Kaleb Hoover of Nampa entered an Alford Plea to a felony insurance fraud charge after investigators determined that multiple consumers had been switched to different Medicare Advantage plans without their knowledge or consent. The case originated from a consumer complaint received by the DOI’s Senior Health Insurance Benefit Advisors (SHIBA) program in late 2021.
According to the investigation, several policyholders discovered the unauthorized changes only when attempting to access medical services and learning that their insurance coverage had been altered. Authorities determined that Hoover received more than $30,000 in commissions related to the plan changes.
As a result of the findings, the Idaho Department of Insurance revoked Hoover’s resident insurance producer license in December 2024. The court later sentenced him to a seven-year prison term, which was suspended in favor of supervised probation. Additional penalties included 30 days of sheriff inmate labor detail, completion of a corrective-thinking course, and restitution payments to both Humana Insurance Company and the Department of Insurance.
Idaho Insurance Director Dean Cameron stated that the department remains committed to investigating and prosecuting insurance fraud, particularly cases involving elderly or vulnerable consumers. State officials also encouraged anyone who believes they may have been affected by insurance fraud to contact the Department of Insurance for assistance.
The DOI said the case underscores the importance of monitoring insurance coverage and reporting any unauthorized policy changes to regulators as quickly as possible.
