Florida investigators say false employment and enrollment records were used to obtain policies and submit claims involving non-employees and deceased individuals.
A Florida life insurance agent and her husband have been arrested in connection with an alleged insurance fraud scheme totaling nearly $382,000, according to the Florida Department of Financial Services.
Christine Ann Nunzio and Phillip Salvatore Nunzio were arrested June 26, 2026, following an investigation by the department’s Criminal Investigations Division.
Investigators allege the couple used their construction company to obtain life insurance policies by submitting false census records, employment information and enrollment documents. The department said the alleged scheme also involved fraudulent claims.
According to investigators, policies or claims were connected to people who did not work for the company, including members of the couple’s family. One identified person was Phillip Nunzio’s father, who the department said had no prior employment history with the business. Investigators also alleged that the scheme used the identities of four deceased individuals.
The Florida Department of Financial Services placed the alleged loss at $381,849.
Both Christine and Phillip Nunzio face charges of organized scheme to defraud, grand theft, insurance fraud, violation of the Florida Money Laundering Act and criminal use of a deceased person’s identification information.
Florida Chief Financial Officer Blaise Ingoglia announced the arrests and credited the Criminal Investigations Division with stopping the alleged activity. “Insurance fraud doesn’t just impact insurance companies, but comes at the expense of every honest, hard-working Floridian,” Ingoglia said in the department’s announcement.
